The government did the quarantine, not Adonis. It was supposed to help isolate the people working for them, I think.

It's messed up. Tokyo may not be the best city in the world, but I don't think it's bad enough to spawn two groups like this.

That's what it sounds like. There's a direct route, too, but it's not open yet, so they're using tunnels.
